2007 - 2008 RULES & REGULATIONS – FINAL VERSION

COST:

League fees for this year will be $180 per team and must be paid by November 19, 2007.  Please make checks payable to the North Central Parish League and mail to Robert Rice.

ELIGIBILITY:

All players must be a full time student at their representative school (no CCD students allowed) and listed on their team roster.  All rosters need be confirmed and signed by each school’s athletic director and principal and must be submitted to the League Commissioners by NOVEMBER 19, 2007.  Any change to the original roster must be approved by the school principal and their athletic director first, then be approved by the League before a player will be allowed to play. There will be no changes on any team’s roster after JANUARY 11, 2008  Any school that uses a player not listed on their team’s roster regardless of that player’s grade level will cause that team to forfeit all games that player was involved in.

AGE:

All players must meet the following age requirements set by the League, and violation of these rules will result in forfeiture of all games with the possibility of the school being expelled from the league.             

SEVENTH GRADE players must be in the seventh grade or lower and NOT have reached their 14th birthday by SEPTEMBER 1, 2007.

EIGHTH GRADE players must be in the eighth grade or lower and NOT have reached their 15th birthday by SEPTEMBER 1, 2007.

UNIFORMS:

Each school must provide uniforms for their players.  These uniforms must have shirts with legible numbers on them.  Any material (such as spandex or tee shirts) that is worn under a uniform must be of the same major color as their uniform.  A referee will be able to have any player in question remove the article in question before they will be permitted to enter the game.

In the case both schools have the same color uniforms it will be the Home Team’s responsibility to supply and wear a different jersey or pinny.  All players in uniform are not allowed to wear jewelry of any kind while in a game or on the bench.  The referees will enforce this rule.

AWARDS:

All individual awards are based on a ten-player roster; any additional awards can be purchased by the school.  Team and individual trophies will be presented to the highest finishing teams in each league.  The number of teams to be presented with trophies will be announced at a later date and calculated based on the number of teams in the league.

All teams enter the post-season tournament and are seeded according to their finish during the regular season. The first place team in this tournament will be awarded up to 10 jackets with the NCPL Championship logo on it.

We will also have the All Star game at the end of the season and those participants will receive tee shirts from the league.

The 8th grade team that wins the post-season tournament will be awarded a traveling trophy.  The traveling trophy is the responsibility of the school for one year, at which time it is to be returned to the league for the next presentation.

SCHEDULES:

Each school will provide the League a list of all dates and times they will be able to play home games and any dates they will not be able to play either home or away games (for any conflict such as Confirmation or other school related events). This list should be supplied to the League at the opening meeting held in September.

The League will then send out a season schedule as soon as possible identifying all game days, sites, and times.  It is each schools responsibility to review each schedule for any conflicts and report them to the League Commissioners as soon as possible.

In the event a school must change a scheduled game, that school’s Athletic Director only must first notify their scheduled opponent and the league at least 48 hours in advance.  It is the home team Athletic Director’s responsibility to reschedule the game (regardless of who cancels the game) and notify the league of the new date. We recommend that both teams try and reschedule this game at the time of the cancellation.  COACHES ARE NOT ALLOWED TO CANCEL AND/OR RESCHEDULE GAMES ON THEIR OWN.

FORFEITS:         

There is a 15 minute forfeit time after the start of the scheduled game time, or 15 minutes after the previous game ends (please use your discretion in the case of bad weather).  Also, if a school is unable to field a team with 5 eligible players, they must forfeit their game.   If a team does forfeit a game, they will be responsible for paying the League a $60.00 forfeit fee per game, payable to the League Commissioner, which will go to cover the cost of referees.   At no time should any team pay the Referee’s any money if their game is forfeited.

 REFEREES:                 

The league will schedule referees for all games.  They should be wearing official clothing and be current on NCPL League Rules and current IHSA rules.  The league requires each official to sign the official scorer’s book at the scorer’s table at the start of the game.  If any school has any issues with a referee or referees they are to contact the League Commissioners with the names of the referees listed in the book and the issue at hand.

 REFEREE FEES:      

Fees are to be paid by each school prior to the start of the second game.  If the school only has one game, fees are due by half-time of that game. This year’s fees are $30.00 per game per team.  In the event only one referee shows up, then that referee will be paid the minimum of $22.50 per game per team.

 PROTESTS:               

If a team wishes to file a protest it may do so on any rule infraction, (judgment calls cannot be protested). The protest must be in written form and sent to the League Commissioner within 24 hours along with a $10.00 protest fee. Both coaches and referees will then be required to submit a report and representatives of other schools not involved will rule on the outcome.  If the protest is not allowed, the fee will be forfeited to the league.

 GAMES:                      

The home team will be required to supply the following for all home games:

1. Game ball, which will be approved by the referees.

2. Time keeper who will be qualified to handle the clock and    scoreboard.

3. Scorekeeper who will sit at the scorer’s table with the official scorebook and a set of the NCPL current rules. This will be the only book the referees will be required to sign.

GAME TIMES:            

The 7th grade games will consist of four six (6) minute quarters with a five (5) minute half time intermission. The 8th grade games will consist of four seven (7) minute quarters and a five (5) minute half time intermission. At a minimum, there will also be a five (5) minute intermission between the 7th and 8th grade games.   The clock stops on all whistles.

 OVERTIMES:              

All overtimes regardless of grade level will be three (3) minute periods with a jump ball starting the overtime period.

TIME-OUTS:

Each team will be allowed three (3) full (one minute) time-outs and two 30-second time outs per game and these can be used at any time during the game.  Each team will be given one extra full time-out per overtime period plus any time outs not used during the regulation game.

BONUS:

The bonus will be shot on the eighth (8th) team foul in each half. Prior to that, all non-shooting fouls will be taken out of bounds at the spot closest to the infraction. There is no Super Bonus in this league.                  

PRESS RULE:

8th Grade Boy’s and Girl’s league - Full court press is allowed until a team is ahead by twenty (20) points or more.  The defense then must be behind half court until the difference goes below 20 points.  A warning is to be issued for the first violation of this rule; each subsequent violation is an indirect technical to the head coach.

7th Grade Boy’s and Girl’s league – Same as above except press is allowed until a team is ahead fifteen (15) points or more.

3 POINT SHOT:

Three points will be awarded to any shot made outside the three-point line which is 19.9 feet from the center of the basket.  It is each schools responsibility to have their floor marked properly for this rule. Please make sure this is done prior to your first game of the season so as not to cause any confusion.  If there is not a solid line on the court at both ends, the 3 point shot will not be used

TECHNICALS:            

All technical fouls are two (2) shot fouls and also considered a personal foul on a player.  All technical fouls, whether on a player or coach, or possibly a spectator are considered to be team fouls. Two direct technical fouls on a player or coach will result in the automatic ejection of the person involved for the next two (2) games.

If a player, spectator or coach is ejected from a game, he or she will then be suspended from playing, viewing, or coaching in the next two (2) NCPL regular season or playoff games at that level.  The suspended player, spectator or coach is not to be in the building or on the grounds where the game is being played. 

 IHSA RULES:

These rules will be used for all games where an NCPL rule does not exist.

 RESULTS:

The HOME SCHOOL must e-mail or phone in the scores of their games to the league official within two (2) days.
